PNRR: nel Piano nazionale di ripresa e resilienza i finanziamenti per il settore agroalimentare italiano ammontano a 7,9 miliardi di euro.
Il PNRR, Piano nazionale di ripresa e resilienza, è il piano preparato dal governo italiano per rilanciare l’economia italiana dopo i danni causati dalla pandemia, nel quadro più ampio del programma dell’Unione europea “Next Generation EU”, che è in pratica un maxi fondo da 750 miliardi (di cui 191,5 miliardi per l’Italia) stanziati per la ripresa dell’Europa. Che impatto avrà il PNRR sul settore agroalimentare italiano? Nel complesso i finanziamenti per l’agricoltura Made in Italy previsti dal PNNR ammontano a 7,9 miliari di euro. Di questi 7,9 miliardi, 3,02 miliardi andranno per la transizione ecologica e la svolta green dell’agroalimentare e saranno gestiti dal Ministero della Transizione Ecologica, mentre 4,88 miliardi di euro si concretizzeranno nei seguenti macro-interventi, che verranno implementati con il coordinamento del Mipaaf:
1. Sviluppo logistica per i settori agroalimentare, pesca e acquacoltura, silvicoltura, floricoltura e vivaismo, con una dotazione di 800 milioni di euro;
2. Parco Agrisolare, con una dotazione di 1,5 miliardi di euro (ammodernamento e utilizzo di tetti di edifici ad uso produttivo nei settori agricolo, zootecnico e agroindustriale per la produzione di energia rinnovabile);
3. Innovazione e meccanizzazione nel settore agricolo ed alimentare, con una dotazione di 500 milioni di euro;
4. Investimenti nella resilienza dell’agro-sistema irriguo per una migliore gestione delle risorse idriche, con una dotazione di 880 milioni di euro;
5. Contratti di filiera e di distretto, con una dotazione di 1,2 miliardi di euro.
Il Ministro Stefano Patuanelli ha commentato in questi termini l’impatto del PNRR sul settore agroalimentare italiano: “Il PNRR è assai lontano dalla logica dei sussidi a pioggia, essendo, al contrario, basato su target ben precisi da raggiungere e progettualità la cui realizzazione dovrà essere puntualmente verificata, sia in corso d’opera sia in itinere che ex-post. Le procedure europee ci impongono, inoltre, di rispettare tempistiche scandite con precisione e che non ammettono distrazioni. Per questo motivo la struttura del MIPAAF, per gli interventi di propria competenza, ha lavorato e sta continuando a lavorare senza sosta, consentendo, fino ad oggi, al nostro Dicastero di trovarsi perfettamente in linea con il cronoprogramma condiviso con la Commissione UE e con il Servizio centrale per il PNRR del Ministero dell’economia e delle finanze“.
