Abolizione voucher: a un anno di distanza dal decreto legge che ha abrogato il sistema dei voucher in Italia qual è stato l’impatto sul settore vinicolo?
Sui voucher in agricoltura abbiamo parlato più volte qui su Universofood, fino al Decreto Legge n. 25 / 2017 (pubblicato sulla Gazzetta Ufficiale del 17 marzo 2017), che ha abrogato il sistema dei voucher in Italia. Quali sono gli effetti sull’agricoltura, a un anno di distanza? La Coldiretti ha diffuso a maggio 2018 i dati relativi al settore vinicolo, il primo settore agricolo nel quale si iniziò a retribuire con i voucher, e quello in cui i voucher erano maggiormente utilizzati. I numeri segnalano – dal punto di vista occupazionale – un vero e proprio flop legato all’abolizione voucher.
Nella vendemmia 2017 (dati Coldiretti) sono stati persi oltre 25mila posti di lavoro (che davano uno stipendio soprattutto a giovani, pensionati e immigrati), con un utilizzo dei nuovi strumenti normativi per il lavoro accessorio e saltuario (i “nuovi voucher”) pari al 2% rispetto ai vecchi voucher.
Il commento della Coldiretti a questi dati esprime una severa condanna della riforma che ha portato all’abolizione voucher: “con l’abrogazione della disciplina del voucher il sistema agricolo è stato doppiamente penalizzato, in quanto – se da una parte non si riscontravano nel settore indizi di abnorme e fraudolento utilizzo da dover correggere – dall’altra certamente l’intero percorso di emersione del lavoro in nero intrapreso dal 2008 ad oggi è ormai irrimediabilmente andato perduto. Inoltre nei nuovi sistemi di legge per il lavoro saltuario c’è un eccesso di inutile burocrazia, di cui in parte non irrilevante è responsabile la piattaforma informatica creata dall’Inps, che non tiene in considerazione le specificità dell’attività agricola. Il danno legato all’abrogazione voucher è particolarmente pesante per il settore vinicolo, settore in cui era iniziato tutto, a partire dalla data del 19 agosto 2008, quando per la prima volta in Italia la raccolta dell’uva era stata resa retribuibile attraverso i voucher, con l’obiettivo di ridurre la burocrazia nei vigneti e di dare una possibilità di integrazione del reddito a studenti e pensionati. E’ stato allora un successo immediato, con poco più di 535.000 voucher venduti a livello nazionale durante l’anno nelle vigne. Nel 2009 Il sistema di pagamento è stato esteso all’insieme delle attività stagionali agricole, ma quello della vendemmia è rimasto l’impiego predominante, assorbendone in media circa la metà. Dopo una rapida crescita iniziale, nel tempo si è verificata una sostanziale stabilizzazione dei voucher venduti, e nell’ultimo anno prima dell’abrogazione sono stati impiegati circa 1,3 milioni di voucher solo per la vendemmia, ora azzerati con l’entrata in vigore della nuova normativa. L’Italia non può permettersi di perdere le grandi opportunità di lavoro che vengono da uno dei settori più dinamici dell’economia. Il nuovo Parlamento e il Governo hanno il dovere di ripensare ad uno strumento per il settore che semplifichi la burocrazia per l’impresa, sia agile e flessibile, sia in grado di rispondere a criteri di tempestiva e disponibilità all’impiego, e sia in grado di generare al tempo stesso delle opportunità di integrazione al reddito per giovani studenti, pensionati e cassa integrati”.
