Il decreto legge n. 25/2017, pubblicato sulla Gazzetta Ufficiale del 17 marzo, stabilisce ufficialmente l’abolizione del sistema dei voucher. Che cosa cambia per l’agricoltura?
Sui voucher in agricoltura abbiamo scritto più volte qui su Universofood, e abbiamo ripreso di recente la posizione della Coldiretti, che si è battuta (invano) in favore del mantenimento del sistema dei buoni lavoro nel settore agricolo. I voucher sono stati introdotti originariamente proprio nell’agricoltura, in occasione della vendemmia del 2008. Estesi poi a tutti gli altri settori, hanno avuto negli anni un vero e proprio boom, passando dai 500.000 venduti nel 2008 agli oltre 145 milioni venduti nel 2016, con sospetti – in alcuni casi – di eccessi e abusi.
Ma non sembrano esserci stati molti abusi nel settore agricolo, con un utilizzo dei voucher che è tra l’1 e il 2% sul totale italiano, per attività stagionali che necessitano effettivamente di strumenti agili per le imprese e che danno la possibilità a giovani e disoccupati di avere una retribuzione a norma di legge comprensiva di contributi Inps. I voucher usati in agricoltura sono circa 2 milioni all’anno e sono rimasti pressoché costanti negli ultimi cinque anni. Con l’abolizione del sistema dei voucher si riapre un vuoto normativo per il settore agricolo, con conseguenze negative che la maggiore associazione di categoria – la Coldiretti – in un comunicato stampa ha sintetizzato in questi termini:
“l’eliminazione dei voucher in agricoltura favorisce il sommerso e fa perdere opportunità di integrazione al reddito nel rispetto della legalità a pensionati e giovani studenti impiegati esclusivamente in attività stagionali, che ne possono essere gli unici beneficiari. Lo strumento dei voucher ha aiutato ad avvicinare al mondo dell’agricoltura giovani studenti e a mantenere attivi molti anziani pensionati nelle campagne, senza gli abusi che si sono verificati in altri settori. I buoni lavoro sono stati introdotti inizialmente proprio in agricoltura per la vendemmia nel 2008, e da allora hanno consentito nel tempo di coniugare gli interessi dell’impresa agricola per il basso livello di burocrazia con quelli di pensionati, studenti e disoccupati. Con la cancellazione dei voucher perdono opportunità di lavoro nei campi per integrare il proprio reddito 50mila giovani studenti, pensionati e cassa integrati. Occorre ora individuare immediatamente uno strumento ad hoc che sostituisca i voucher e che tenga conto delle specifiche caratteristiche di stagionalità dell’agricoltura come avviene in tutti Paesi dell’Unione Europea. L’agricoltura – nelle attività di preparazione dei terreni, di semine e trapianto e di raccolta di ortaggi, frutta e uva – è condizionata da andamenti climatici sempre più imprevedibili e ha bisogno di strumenti che tengano conto di queste caratteristiche“.
